A small plugin for NFSMW that fixes and improves a few things in the game.

Changes/options:

• Fix crash when player-driven AI cop cars hit physics objects
• Properly center the window in ExOpts borderless mode and disable the Windows mouse cursor
• Fix for most frame pacing and stuttering issues
